Report a translation problem
As to the disabling mods issue (and this is in the way of checking and confirming things), have you ever disabled/uninstalled mods at any time during this playthrough, without rolling back to a save made before they were installed? Because, the data bakes in and cannot be removed, so even if this specific save does not give a missing content message, if you earlier removed mods and continued on from a save which had them (no matter how long ago it may have been), the baked in data is still there and will cause issues. You just get into the habit.
Skyrim SE crashes in those same areas also. I'm using Unofficial Patches for both games. I will try entering the Keep some other time. Maybe the actor causing the scene to crash will un-spawn itself. In the meantime, I'll go to the Palace of the Kings and see if all the Stormcloak rulers are there still.
ADDED:
It turned out a table furniture mod was crashing my game to the desktop. The table only appears in Mistveil Keep, apparently. I removed the mod and no more *poof*.
