Fast Scrolling Glitch
Yesterday, I launched my game and all of a sudden all the menus, the inventory, the quest log, everything was scrolling super fast. I get randomly kicked from first to third person and back. I use mods, but since I hadn’t added any new ones recently I just removed them all and started a new save to see if that would fix it. It didn’t, so I tried uninstalling the game, deleting leftover files, and reinstalling. The bug was still there, even on the main menu screen.
I also tried messing with the Skyrimprefs.ini, setting mouse acceleration to 0 and reducing mouse speed to 0.7, but that had no effect. I don’t really know what to do, since this bug makes the game really hard to navigate since I can’t scroll inventory or quest log. Dialogue selections are unpredictable since I can’t tell if it’s going to skip to the top or bottom choice. Even the attribute trees are bugged, going all the way to the top or bottom of the tree and I can’t select anything in the middle.
I have Skyrim special edition installed on a windows laptop. I also tried completely disabling mouse scroll from my laptop settings, but that didn’t matter it still jumped to the top or bottom I just could no longer control which one.
If anyone has any ideas on how to resolve this, I’d be super grateful. I really have no idea what else to try at this point.

It sounds like an input driver error. Go to your device manager and reinstall your mouse driver.

Also suspect, do you have the Microsoft Visual C++ 2015-2019 Redistributable installed in your control panel?

SIDE NOTE:
Your issue would be better phrased as a glitch than a bug, there are no mouse bugs in this game.

Bug = is a problem in the code that caused the error.
Glitch = suffer a sudden malfunction or irregularity.

And for those of us that work with code, the definitions matters a great deal.

Thank you for the feedback. I'm using the touchpad on my laptop, so I was unable to find a driver for that, I looked on the Lenovo manufacturer website where I go to update my other drivers. I don't have a wireless or wired mouse, and there hasn't ever been one connected to this computer.
I do have the Microsoft Visual C++ 2015-2019 installed. I uninstalled it and tried to run the game but it seems the game requires it to run as it gave me an error for a missing MSVCP140.dll (which when googled directed me to install microsoft visual). I reinstalled the 2015 Microsoft Visual C++ and the game started, but the issue persisted.

If you have windows 10, it loves to change drivers for devices when it updates on laptops.
Right click the windows button and click device manager. The drivers are likely under "Mice and other pointing devices" or "Human Interface Devices" probably called a touchpad of some sort. Right click the device and click update driver ->browse my computer for drivers -> let me pick from a list. This will give you a list of drivers that should work with it, just keep trying each one and see if one fixes it.
Alternatively you could try using the keyboard to scroll through selections in game.
