Not that that mod is on Bethesda mods either... in fact OP needs to go to Nexus or another website for that mod....
And of course you shouldn't mix Bethesda Mods and Nexus Mods, because Bethesda mods are automatically sorted by the game, and this messes up the load order for Nexus Mods.
It should not be that hard to create one mod that allows it
I honestly have no idea how to create a mod for this.. lol I am still searching for mods that would do that. it just doesn't make sense to me, that you can't cast a spell while on horseback, but you can shoot a bow.. Doing a Mage finally, and would love to shoot a fireball while riding a horse.
In Oldrim before Dawnguard DLC you could hardly defend your self from the horse it was more or less impossible.
Is there any Horse mod at all on CC? There maybe something there.

CK do you have to download whit Beth launcher not from Steam
Bethesda Mods are mods that mostly can be found elsewhere as well.
Creation Club Mods are made specifically for CC and tested.
Some people confuse the beth mods section with proper mod sites because others don't fudge that there are three categories and only talk about two... For beginners it can get confusing, especially when they see two sections in the launcher and people talk about two ways of getting mods....
For the OP creation Kit is an application that allows you to create mods, or edit existing ones. As Uncle says you can only get it from Bethesda, nowhere else.
On a slightly unrelated side note I did get down the map editor and creator for Far Cry 4 after a while, I just kept playing with it, until figured it out, and ended up making a lot of maps. So I imagine I could probably make some mods too then. I just imagined making mods was scripting, and programming, and that is way over my head right now, as I know very little about that stuff.
