If Maven was going to kill Laila she would first kill all of Laila's heirs.... which would of course make Laila suspicious and more questioning, and likely backfire of Maven and her family....
I expect even in TES games they have heard of "Don't fix what isn't broken", I suspect that even if you do the civil war and put Maven in the Jarl's throne she would prefer the days when she was the power behind the throne... much more quiet and you can get stuff done while the Jarl is having to do the tedious crap...
Possibility A: Maven hires the DB to do a different job, and it just so happens that an attempt at Jarl Laila's life is made at the same time. Pure coincidence.
Possibility B: Maven Hires the DB to FAKE an attempt at Jarl Laila's life, as part of a false-flag operation with the goal of focusing Laila's attention somewhere else.
