When testing your mods you did the testing on a new save or your current one? Because you can only reliably test in a new game.

Modding is 50% reading and 50% failing forward. If you are willing to learn this forum is a good place to do so. Start small, think of how you want the game to be and what would be the least intrusive way to achieve that. In time who knows? For some of us modding is more fun than playing.
Also this is 2021 and there is an automated installer for modlists. You can download lists with 100s of mods. For the best experience it requires a nexus pro account. Check it out here:

With these modlists you are locked into the authors vision of how the game should be, because you really shouldn't change anything unless you know exactly what you are doing. If one resonates with you, give it a go.
Take it one bite at a time.
Skyrim is the best game ever. Of course opinions vary, but here we are 10 years in with 30k players at a time. But Skyrim wasn't made to run on Windows 10 in 2021.
The community has come together to put together some patches that make Skyrim run better. If you install these, your game should run pretty well. These patches will not change the appearance of anything or make anyone nude or anything like that. These just make Skyrim a better experience.
First, do the clean install. Don't let Steam install Skyrim on a One Drive managed drive.
Go to Nexus and get a free account. Download and install Vortex. It's free.
Once you have Vortex installed, there is a video called Introduction Video by a guy named Gopher. He has a series of short videos that explain how to use Vortex to do everything you want. Watch them all including the one about SKSE64.
Then do what Gopher says to do. Install the following mods from Nexus.
SKSE64
Address Library
USSEP
Engine Fixes
It is not complicated. It does take time. Then again, Skyrim is a big game. It took me a weekend to completely set up (I'm running 96 mods today) but I have over 1000 hours in game since March or so of 2020.
Lastly, there is a TON of help on this forum from guys and gals who know this WAY better than me. If you get stuck, ask.
Skyrim isn't a destination. It's a journey. It's supposed to be bumpy. Enjoy the ride.

When you have a CTD that is so regularly time linked, it is almost always a background program that is running.

Is the Nexus Pro account necessary would you say? You said it would offer the best experience. Are you speaking just in terms of download and install speed?
Completely off the table? No. You can always add them and just see what happens, but it probably won't be plug and play. And you will not find help from the modlists author or here (it just is too much to check out).

Finally, start small - just add a few mods at a time, test, and then play for a while to ensure there are no issues - don't fall into the trap of adding a bunch of mods and then trying to play. And, very important!!! For most mods, once they are added, they cannot be removed and play continued on that save - you have to roll back to a save made before that removed/disabled mod was installed, or start a new game - absolutely no ifs, ands, or buts about it. So make sure you make a manual save before adding anything, and save often (manually) while playing, so you can roll back to a previous save if necessary. If you have any questions, or are unsure of something, just ask in the forum first - it is easier to prevent a problem than it is to fix one - especially where Skyrim is concerned.

One final note.
While some may recommend wabbajack many of us here recommend against using it, as the only person who can help, is the person who put that build together - you are entirely dependent upon them and the knowledge that they may - or may not - have. It is very much a use at own risk - you still need to know the fundamentals of modding and realize that Wabbajack is use at your own risk. Also, as you posted, since it is someone else's work, it may not have the things you wish - and, if you want to add things, since it is someone else's work, and there is no knowing what edits they made to records, adding something would require you to check to ensure that there are no conflicts and that you are not breaking anything - so, once again, you need to know at least how to use xEdit to check for and reconcile conflicts. Basically, the best policy is NOT to make any changes to Wabbajack - it is a complete package that should not be changed, with (ideally) all edits already in place. Frankly, though, I personally would not trust any of them - you are better off making your own build, learning how to do it properly, and starting small - because if you insist upon creating some 2 or 3 or even 4 hundred mod build, again, the only advice we can really give is to start over and make a smaller build.
I have never disabled the touchscreen or handwriting functions, but have you tried googling "Skyrim SE disabling Touch screen"?
