But simply having a weapon out or having equiped weapons wont affect sneak. Only swinging the weapon does.
as far as armor. Unlike with weapons. The weight of the armor affects sneaking. wearing no armor will not affect sneak. The more weight the armor has the more it affects sneak.
Heavy armor affecting sneak more then light armor.
both skill trees for heavy and light armor have perks that bring down the weight of your armor.
Light armor these parks are more easily accessible as they are not as high up the perk tree as the ones in heavy armor.
Its all about weight with armor.
It is pretty rare but merchants start selling em at level 11. Not sure what level they start spawning.
There's a set of boots with muffle at Hag's End, with the full 100%.
Ya the Prowler's Grace or something like that. They are the only boots that give 100% but they are only hide boots. While the goal in stealth is to not be seen accidents happen.
Those are the exact reason I said "nearly" all.
Stay in the shadows and keep your weapons and armor from emitting light.
If I play with a shield, I use a buckler. They are lighter and have less impact on my stealth ability.
Line of sight, light and sound all play a part in stealth.

a buckler in skyrim? surely thats a mod
Very possibly.
I run Immersive Armors as well as Immersive Weapons.
I actually play as a rogue, smith and merchant not so much a warrior. The two mods give me tons of cool stuff to craft.
Yep. From the page linked above:
Factors influencing visibility:
Light: you are more visible in brighter light; this modifier carries significant effects across the entire range of light levels.
The glow of light over your hands when you have a spell equipped makes you easier to detect, but the aura given from enchantments does not.
In my experience spell casters make crappy stealth operators and horrid companions for stealth operators, particularly summoners. Flame Atronachs may be spotted a mile away.
