I was doing the vigil of stendarr's armor quest when the game crashed and the netscript framework crash log reported this issue, any help would be appreciated!

Hmm. Monster Mod is known to cause CTDs for many people. There's also a CTD reports from the general area your crashes happened. It's also represented in those logs.

There is to many conflicts to point one direction. But I would look at your Masters, did you clean them before you modded the game?

Your objects list seam to be pointing to Skyrim.esm as fault, if you have got mods or patches accessing dirty edits in that file, could cause it.

If this is true you should be able to start a new game.

I have started several new games and each crash constantly with the same crash log, how do i see what mods are accessing dirty edits and how do i fix them? Also game crashed again with this

The access of dirty edits are a mistake being caused by the game itself, not the mods really.
Just clean your masters with SSEEdit and be done with it. Of course nothing says this is the fix.

It is possable something has gone wrong with Net Framework. Once you have clean the masters go to control panel and tell frame work to repair itself.

Now some errors in the mods should be spotted by LOOT. But keep in mine dirty edits in mods are not always a problem.

Well i did finish cleaning the update.esm and the other dlc esms, but how do i get rid of dirty edits?

Cleaning the masters is getting rid of dirty edits in masters. Dirty edits in mods is not really an issue, just may slow down some.

The problem with the dirty edits in masters, if the edits are not flagged a mod could use them causing issues.

Do you mean it always crashes at that same point in that same quest or at seemingly random spots?

I'm not great at reading those logs, especially the second one.
But i think that lines like these are simply reference chains.
`Holds - USEEP Patch.esp <- Holds.esp <- [...] <- Skyrim.esm`
They don't necessarily indicate that your masters are at fault, just that they are the origin of said record. In any case cleaning your masters is sound advice. Like dpmr says dirty mods should not always be cleaned. It's best to check what the author (or comment section) said about that.

Would you mind checking the call stack in some of your logs specifically for hdtSMP64.dll and SkyrimSoulsRE.dll.
Physics events that don't get processed correctly or provide faulty input can crash your game. HDTsmp would not necessarily be at fault but rather whatever mod makes use of it at that time.
Skyrim Souls RE has been unstable in older versions. In the new one the author claims to have fixed its ctd issues (Last updated 06 March 2021). So if you have an older version you should upgrade.
Lastly gameoverlayrenderer64.dll is the steam overlay, which like any overlay (afterburner etc.) should be disabled for skyrim as all of them reduce stability.

Just a word of caution. Crash logs don't always contain the actual crash event. Don't get too hung up on them.

And check if hdtSMP64.dll and SkyrimSoulsRE.dll show up often as that would point to them as culprits.

KERNEL32.DLL and ntdll.dll are windows system files. In my opinion you can ignore them.
