Also do we include unarmored armor like mage clothing for instance from Immersive armors the dwarven unarmored, ebony unarmored and dragon hide sets ... they look like armor, but clearly aren't

In addition to what Lady Aeleanor just said, what is your focal point, when determining "best?" Do you mean new, unique, unusual, accessorized, or just the same clothing but much better quality? If it's the latter, you want Rustic Clothing, hands down.

Rustic Clothing and Amidianborn Book of Silence as a base, overwritten by select Rustic and Frankly HD armors. There are only a couple, IIRC, were the authors covered the same item, so most of them will work side by side without you having to choose which you like best.

Well I like the robes from the CC Arcane Accessories mod.
For Armour I actually prefer the Ebony Armour to most, including mod armours.

Since Nordwar's armors have hit the scene, I find myself more and more often using those. Some of the earlier ones are a bit wonky looking, but the ones in Realistic Armors, for example, and the Stark's Northerner's Knight Armor, are absolutely amazing.

The best stuff comes from sites off Nexus. Clothes and armors that have full cloth physics and are ported from games such as Dark Souls, Bloodborne, Black Desert Online, or some that are just made from scratch.

Dint999 (on Patreon some stuff is patron only but there are several free armor and clothes sets)

Sunjeong (On her own wix website, has tons of free armor and clothes ports to SSE)
