Basdically research your mods, see if any don't work with Nemesis or FNIS, see if any work but have issues with either one, and see if any rely upon one or the other.... if you have a split between mods that need one and mods that need the other, choose which mods are more important and clear the rest (starting a new game of course)..... otherwise toss a coin.
FNIS has a limit of 6000 animations that can be pushed to ~10000 but not very stable, Nemesis can output 15000 animations without issue (but in all my years playing Skyrim i've never went above 10000)
I already said it but Nemesis is written in a way that reduce potential performance losses
Also Nemesis is still being developped where FNIS has been abandoned
When a modder make a mods with new animations, the only person able to make a
compatibility patch between animations mod is Fore (the creator of FNIS), but since he retired it's impossible to improve compatibility between mod (for exemple TUDM and ultimate combat). With Nemesis the modder can make compatibility himself, for you it mean more animations mods and more stablity
But now the REAL reason you might switch is that quality mods like CGO or The Ultimate Dodge mods or Character Behaviors only support Nemesis, and more are probably comming, I'm sure that in the future Nemesis will be the only one being used. So it really depend on what you want but keep this in mind :
There's virtually no downside using Nemesis over FNIS, the only downside is the 5min it's going to take to install it and run it, but at least with it you are guaranted to run every future animation mods, I've seen everything the nexus has to offer and never saw one mod that doesn't support nemesis
The only animations that are not supported by Nemesis are creature animations, there's only 2 mods that does it on the nexus : Ultimate combat and Ultimate Dragon, and both are working on Nemesis, the other creature animations mod out there are from adult mods...
Also side note : Nemesis doesn't scan your computer for programs you've installed and refuse to run if it finds something that its author doesn't like (Which FNIS does)

Short answer from my opinion, Skyrim combat is very outdated and CGO and other mods make the combat like any modern RPG (Dark soul, witcher...) and make it more skill based than stat based. Which mean you can take on more powerful foes assuming you are skilled enough with your dodge and parry. And it just make it more enjoyable.
There's even a mods called "Attack Behavior revamped" that add combos
And with the TONS of animation compatible you can turn your character into anything, from a skilled knight to a savage barbarian.
Of all the mods out there combat mod are the one revamping the most the Skyrim experience imo

And that mod is First Person Combat Animations Overhaul 2.0 -SIZE MATTERS (really people, post the name of the mod and not just the link!)
No, because that mod also requires Dynamic Animation Replacer (which requires Address Library and SKSE64) - not to mention it is only 1st person animations and nothing else, so doesn't do anything for any other type of animations (which may be used by NPCs).
I've also seen a guide on how to use both (Nemesis/FNIS) together. I would not recommend that unless you are very experienced in modding.
Finally I would say that many of the new animation mods are depending on DAR (which of course also can be used with Nemesis) so there's that.
Bottom line: it's early, like I said barely in Beta.
Edit: Nemesis currently does not support Creature Animations
other than that it supports everything FNIS does and more.
I would like to add that FNIS has served us well for almost 8 years. Let it go out with dignity. Fore deserves that much.
The author of FNIS has passed it on to a new author and is still fully supported.
