Second there are a few mods that correct some of the ELFX bugs of which I use as well.
If you look under the lighting section of my SSE modding Guide you'll see the setup I suggest:

But as said by Lil Kennedy you have a conflict which you should not have if you followed the guide and that means not adding additional mods outside the scope of the guide unless they are added carefully which means reading all information included compatibility with other mods, patches and load order.
ELFX does not need to be loaded last.
Did you add for example a weather mod? Again, the guide does not use the full version of ELFX. This allows a separate weather mod to be used. You cannot use the full version of ELFX along with a weather mod.
I'm not even sure if you are using the guide you listed. But if you are and you follow it you will have the same result as thousands of others who have used the guide.
Posting your load order would help us see what you are working with.
Loot keeps a copy you can access but looking in the upper right hand corner of Loot then by using the 3 vertical dots you'll be able to copy & paste it here.
Vortex also keeps a copy:
You can find it here: C:\Users\[your name]\AppData\Local\Skyrim Special Edition\loadorder.txt
AND/OR: While in Vortex / while in the "Mods" section / up top choose "Open" (folder icon) / choose "Open Game Application Data Folder" / you'll see "loadorder.txt"
When i said "ive tested it" i meant i tested it so that ELFX was the only mod active and i still had the issues, i probably shoudlve put that in my post though, so its my fault.
also im done with trying to get the weather to work properly so ill just stick with normal ELFX and the enhancer for now, and use vanilla weather. I never even listed a guide in my post so i have no idea what your talking about either, i just listed a bunch of screenshots of windhelm
However if you want a Weather mod you would have to only use the interior portion of ELFX and it is designed to work fine.
Looks like you have your setup now.
As far as the guide is concerned I could have sworn I saw that in your post but I obviously was wrong.
Sounds like you worked it all out. All's well that ends well.
out of curiosity did you try with other lighting mods?
Make sure you are using the SE version (just in case)
Otherwise do a "Clean Vanilla Reinstall" of your game instead of a simple reinstall.
