Vampires....Vampires are weird because they keep changing stuff with regard to them. I am going to say no because even the most stupid of people would be able to easily detect vampires. You know let me retract that statement right now. I believe nothing else in the world of man than Stupidity will always surrmount any and all obstacles. Never bet AGAINST Stupid.
"It seems odd that no one else notices that vampires have glowing eyes as of Dawnguard. Then I realized why. Dragons can see that you are a dragon, while everyone else just sees a mortal. You can see Words of Power that no one else can. You can hear the Night Mother. No one else sees those glowing eyes because they're mortals, while you're Dragonborn, and possessed of an Aedric soul. You can see and hear things that no mortal can, which makes the Dragonborn not simply an effective killer of dragons, but also a deadly vampire hunter as well."
So, I guess that would explain it, odd that it only happens if you have Dawnguard installed but hey, Cyrodiil was once a jungle and then Tiber Septimus made it so that was never a thing.
Well that actually makes a lot of sense. I think I might have found my answer on the vampires. Thank you.
