How did you install your mods, a few at a time or just lump them all on together ?
Next...have you sorted the load order with LOOT ?
Updating, did you read the bug section for Mysticism - A Magic Overhaul ?, someone else reported a bug where the flame atronach doesn't use firebolts, the poster reported finding out that Aetherius was the issue.
Tip, always read the bug section if there is one for the mod you're looking at.
I installed them bit by bit, but ended up doing some as a lump together.

I believe I did check the Bug section, but having checked it again it says it's 99% compatible with Ordinator but I have installed a patch for that. My first guess was that it would be Mysticism. However if it is Aetherius, should I just disable it?
If that solves the problem, then get rid of it.
You have quite a few mods to do with Magic, so guess anything is possible, did LOOT throw up any warnings ?.
A few issues have are being highlighted, will have to go through those next time I play.

I'm hoping you can get it sorted otherwise you may be staring down the barrel of something a lot of us are all to familiar with.
I have found a few posts that seem to relate this issue to Steam updates.

I've had this problem happen twice now, once in the spring of 2020, and once just yesterday. I didn't study your convoluted mod list/load order, but it does have something in common with mine, which is a mod that modifies the flame atronach with perks. In your case it's Ordinator, in mine it's Volkrii. I don't remember what perk mod I was using in 2020, but it was the same exact problem. I'm using a completely new skyrim build this year since I built a new PC last fall.
I only have 2 mods installed which sshould effect the flame atronach, Vokrii and Odin. Neither reinstalling nor removing them fixes the problem. Which is a bit odd imo since I'm using mod organizer for my build this year. Neither of these mods conflict with anything else in my load order.
The sequence that led to the problem for me, both this year and in 2020, were something like this. Play until I can use the perk modified atronach, then start a new game playing a similar character, then use a non perk modified atronach, at that point the AI is broke. I don't remember if I ever found a solution to this in 2020, I actually think it was one of the reasons I quit playing at the time, but I did find a solution yesterday so I'll share it.
First, as mentioned, neither removing nor reinstalling any mods that effect the flame atronach helped. I found another mod that modifies the atronach spells specifically and installed that.

That fixes the atronach but you can't just install then remove the mod. Something like this is what worked.
1: Save your game.
2: Install mod.
3: Load the game.
4: Summon the atronach and check to see if it's working.
5: Save the game while the atronach is still summoned.
6: Remove mod.
7: Load the game and the atronach should still be working.
I don't need the atronach mod, since I'm already using Vokrii and Odin which both make them stronger, as well as the Evenstar standing stone mod which has a standing stone that lets you summon an extra minion. But the steps above were at least able to fix the AI. I don't know if there's a less janky way to do it, but if it works it works.
