Can't move when in 3rd person and y camera movement bug
So recently I've had a problem where sometimes in third person when I stand still, I am no longer able to move. I can jump and move the camera but can't move. If I switch into first person it works normally again. ALSO, in 3rd person, I frequently have a problem with the camera where my y axis sensitivity gets super low out of nowhere and goes away after a couple seconds or shaking my mouse a lot.

To note, this didn't use to happen, WITH or WITHOUT mods and it is now happening WITH and WITHOUT mods both on vortex and in game. I have no idea how to fix this because I haven't seen many people with the same issue. If anyone has any ideas I'd love to hear because I basically can't play skyrim in 3rd person anymore.

When you say with or without, do you mean you started a new game without mods?

Correct. I started a new unmodded character and still was experiencing the problem. This is also after reinstalling Skyrim.

Follow this guide. reinstalling may not be enough, as sometime there are leftover files:

I know this is an old post, and by the sounds of it, different to the issue I was having (given that it continued after you reinstalled the game and started a new character). However this is also one of the first results on google when you search "Skyrim can't move in 3rd person", so I thought I'd add this in case it's useful.

If you have used the 'setscale' command to change your character's height (or perhaps are using a mod that achieves the same thing), try resetting your height to the default using the command "player.setscale 1" (after uninstalling any applicable mods). Then try drawing your weapon while holding down a movement key in any direction, and see if that unsticks you. Turned out this was the cause of the issue in my particular case.

I was having the same issue, it was fixed after I did a killmove though
