Without mods transforming at high level is suicide, werewolf doesn't scale as well as Vampire Lord, the rings from Solstheim help a little but not enough. With mods however I agree, I prefer werewolf to VL.
That said, mods I'd recommend for each are...
Sacrosanct - Vampires of Skyrim
https://www.nexusmods.com/skyrimspecialedition/mods/3928
Growl - Werebeasts of Skyrim
https://www.nexusmods.com/skyrimspecialedition/mods/31245
There are other alternatives out there tho, these just happen to be the ones I enjoy. I like the new perk trees and scaling, along with ability to turn others and build my own little family.
EnaiSiaion also has a newer vampire overhaul than Sacrosanct called Sacrilege - Minimalistic Vampires of Skyrim, but I haven't tried it. It is intended to be less script heavy than Sacrosanct I believe tho.

If you wanna ♥♥♥♥ ♥♥♥♥ up because you realized your stealth archer build may not cut it in this zone, a werewolf is your call to bring some serious pain. I mainly use moonlight tales but Growl is thoroughly enjoyable and has higher stability than moonlight, modding and code wise.
