Post your load order. What mod manager are you using? Always try to provide details when you run into issues. There's not a magic fix for problems like you're describing.
If they had not previous spawned, the there may be some other issue involved, and for that we would, as Lady Aeleanor said, need to take a look at your sorted load order. To post your load order, just click on the 3 vertical dots in the upper right corner of the LOOT screen, click on copy load order from the drop-down menu, and then paste in the reply box here.
Vortex keeps a .txt version of your mod load order here:
C:\Users\[your name]\AppData\Local\Skyrim Special Edition\loadorder.txt
Find it and then copy and paste it here.

I know imersive armor alters npc gear so that might be your issue if added mid game. heavy armor might as well if it alters the level lists.
as a test find a bugged npc save and use the recycleactor command on them that should reset the inventory and if they have clouths than its a mod messing with the outfits.
oh and are they completly nude or do they have a hat or cloak on because some mod armors have wierd equipment slots and thusly could take up the body portion of other armor making you have a nude guy with a hat. i belive that was an issue vinllia with couriers
