Skyrim quests reset and screen shakes when I load up a save even after I create a new game

So this has become a recent issue after I tried to install Sneak Tools SE Edition, Realistic AI Detection SE (better sneaking), NORDIC UI - Interface Overhaul, Yes Im Sure, Master of Disguise SSE, Cities of the North - Morthal, and Cities of the North - Winterhold on 6/31/21. These mods are no longer installed since i figured they were the issue in the first place but as of 7/5/21 the issue has returned and I'm not sure where it's coming from since I haven't installed anything recently. Also happens my character is frozen in place. Also by quest reset I mean the quests I have get removed from my journal and the prompt comes up that I acquired new quests but they don't get added into the journal. Also when I try to use ReSaver it says error while reading file illegal plugin index Formidx:fe3a8c41

There are probably files left over - and Resaver is basically useless. Also, you say you started a new game, so I am assuming that you are not using any old saves - they are no good and should be deleted. What you need to do now is to restore your game to vanilla, either by resetting it or doing a clean reinstall. See these:

Well I did a complete clean installation and this has not fixed the problem.

You are not trying to use your old saves, are you? You cannot. Also, make sure you have followed all the steps (best to use the written guide for that). And, after you have confirmed that there are no extra files by using that written guide, does the problem still occur on a completely vanilla build?

If your game ran fine before modding it then after a true "Clean Vanilla Reinstall" you'll be back in that pre-modded state. But as said you must remove everything. Pause the video as needed but don't miss a step or follow the written guide if needed.

I did everything as suggested but it didn't work. Then I started installing mods and I found out that if you have to many esp mods then it will cause the mods to reset when you load your save.
