again not looking for a fix really, i already completed the quest, just posting so other ppl know what to look out for

If you try to play the scene with a missing actor the scene would freeze like the bug where ALduin does not show up to fight the heroes. Normally you could debug it with a moveto command on the missing NPC like the Alduin bug solution. However since the NPC is dead a moveto will not work if the body is gone already (scenes can move dead bodies to their positions they were supposed to be alive at.)
There is a couple other instances where a quest auto completes because you completed Civil War first. This is because the NPCs in Whiterun, Solitude, and Windhelm may be dead or in exile.
You completed Civil War first and Tulius is dead (You sided with Stormcloaks)
Elisif still sits on the Solitude throne.
Tulius can not take part in the reading scene.
If the scene attempted to play without Tulius the scene would just hang at his part.

Obviously with Tulius dead those objectives would fail.
There is many quests involving the Jarls that have a different version or autocomplete because the Jarls and their housecarls can be placed in exile to Solitude/Windhelm.
Of course seeing these happen differently is all going to depend when or if you do civil war and depend on which side you choose. As in if you side with Stormcloaks everything would be normal in Riften before or after Civil War. If you side with Imperials then certain quests after Civil War will be different.
