Is Ordinator really bugged?

My saber cat is supposed to be silent but he is noisy, My shouts don't give speech XP and my Soul Siphon only seems to work on a few enemies.

You probably need ability condition fix from Bug Fixes SSE, or something else is overwriting Ordinator. A simple xEdit check would tell you what is what.
I personally gave up on Ordinator since I started feeling that it's overtuned with a lot of whistles I don't care about, and without perk distributor your character becomes even more broken than ever as long as you figure out how to combine perks.

I'm using Ordinator myself, but maybe you'd be interested in Vokrii. It's popular too (from the same author actually), so there's usually patches for other mods when needed, and more lightweight. Never tried it though, so I don't even know how different it is from Ordinator.

most EnaiRim players actually recommend Vokriinator (merge of Vokrii with Ordinator), but I've never even tried Vokrii so I'm out of the loop for now.
