It's better to have more magicka or a good fallback.
High Elves lean more into the Tolken fantasy take of mystical creatures of power and grace. In Skyrim most are Thalmor or Thalmor-leaning (with a few exceptions like Faralda in the college for instance). To me most High Elves are complete a-holes that deserve a beating, but, therea are a few who I find incredibly awesome (Faralda, Runil, Quaranir, Viarmo)
All others are either taken by megalomania, are Thalmor, or Thalmor-leaning in behavior. Maybe I could give a pass to Cacelmo's nefew, but that character isn't flushed enough to make a proper judgement so I assume he is Cacelmo 2.0
As for Bretons, they are basically medieval merge of France, Germany, Italy, and Britain. If you like those cultures, to RP said cultures, they are the go-to.
As for META, depends on mods. With EnaiRim chosing between Breton and High Elf is very significant. In vanilla not so much but Bretons are the best of all races in vanilla due to inherent magic resistance.
