you download skse here: https://skse.silverlock.org/ (make sure you download the SSE version). Just drag the contents of the 7zip folder into Skyrim's root folder (Where the SkyrimSE.exe is located. Make sure to launch the game from the skse executable instead of the vanilla one as well.

you can also make a shortcut for skse in steam so you dont have to open the folder every time

You have to open Skyrim through the Skse.exe in your Skyrimfolder or it wont work properly.

In vortex, from the dashboard, scrolldown to the orange box that says SKSE. Click onthe 3 dots and set it to "main." Whenever you want to play skyrim, open vortex and click on that orange box.

If you did it correctly, it will have a little banner on the box.

unhide "File name extensions" by placing a check next to it in windows explorer

Go to your Steam Library
Right click on this game
Go to Properties
then choose "Local Files"
Then Choose "Browse"
The Files you are looking for are there

(Make a note of the file path at the top for future reference)

and if so follow the steps here
look under "installation"

but you need basic modding practices or you'll be in for a much more frustrating experience than modding needs to be. So this will help you as well. Which by the way includes the info on installing SKSE64
