deathbrand quest not starting

hello, im level 38 and my deathbrand quest wont start. ive read the book countless times and loaded older saves didnt work and restarted the game four times. is there anything i can do that will make this quest start?

Make your way to Haknir's Shoal in the Northeast corner of Solstheim. Here you will find a group of bandits. The bandit leader has a map on him that marks four locations. Looting the map should start the quest.

EDIT: At that location is a large chest. Don't forget to loot it.

The quest wiki page indicates the following:

"However, there is an alternate way to activate the quest at level 36 or higher without the book having to be read. If the pirates guarding the ancient chest at Haknir's Shoal are killed, the Deathbrand helm will spawn in the chest and the quest will be activated. The dead pirate captain will also have the map to the other locations, as well as the book."

Just wiped em out no map on im nor a chest

Update ive done both of the things you told me to do and they havent worked

then just spawn it i guess. The quest takes like 15 minutes anyway...

bruh ive spent the last 24 mins trying to spawn the armor set and it always fails

I'd suggest watching a video or something to see if you did it right but I won't stop from using the console if you really want to.
Boots - 402401a
Armor - 402401b
Gauntlets - 402401c
Helm - 402401d

Is there a chest at the location or is it a mound of snow and some tents.

Try fast-traveling back to Raven Rock, wait until about 10pm, and fast travel back to the location. There is a chance the pirates will respawn and the mound of snow will turn into a chest that has been dug up.

EDIT: I'm suggesting several potential fixes before using console commands.
