oops then I understood the topic wrong. but you tested all these stuff in a new game, right?
this OP is for real, RIGHT? I get the idea that he THINKS he is doing things right L-O-L:
Nope! I am 20 hours into the same save game I did all of this messing about in, and I am playing smoothly with no more crashes.
already done in the stickies. giving an advice for every possible mod conflict would be a montrous task and basically not possible.
troubleshoot rule #1: test if it happens in a new game. if it does then it is very likely a mod conflict. if it not appear than something in your save is corrupt somewhere.
trying to troubleshoot a problem in a broken save can heavily mislead the solution from the original problem. going with your start post, there could also the problem that you just had too much spawns, load order issues, mod conflicts, combination of those or even something different.
also you said even in the start post that you have weird NPC idling in the wilds, which indicates other issues.
going with all this all would also recommend to NOT follow the steps in the start post. the intention was good but the execution not so much :/
