Loading screen stuck/trouble with mods. IDK what I'm doing.

Let me start off by saying that I know little to nothing about modding a game like this.

I was given my bother's old computer (it's still good, so it's not the computer, I do know that), and I've been able to play Skyrim SE with the mods he had with no problem until tonight. He mostly used the mod downloader from Nexus, however it also looks like he manually installed some as I poked around the folder and found stuff that didn't match what was in the Nexus mod downloader. I've only installed one mod myself, a weather control mod. Now when I try to load the game, it gets stuck on the loading screen, and the loading wheel just keeps going. I uninstalled it, and the screen is still stuck. I've tried google to no avail, as I just don't understand how mods and load orders and scripts and what not works.

Ok.
Do you have one ongoing game that you want to continue on?
If so, why not start it clean whit one new game.

You say Mod downloader can you tell us what tool that is?
Several of your mods that you list are also old and should have been updated.

Your best option is actually to clean all mods from inside your game make sure that your SkyrimSE is clean and start one new game.

Sorry, the program is called Vortex, the one from Nexus. And yeah, I was hoping fix it because of an ongoing save.

Ok, then you have the latest. That is good.
So you are saying that you have mixed manuall installed mods and some are installed whit modmanager?
That is not good at all.

You did say you installed one weather mod, have you tried to remove it fully and see what happens?

I THINK so, I recognize most of the items in the game folder from the vortex list, but there are a few that I don't. Quick question. with this game, if I start over, clean the game folder, and reinstall/update the mods he had, can I move my save file to the cleaned game?

Hey Uncle.

OK, what changed between the time it was working and when it stopped? Was it just this weather control mod you added?

Also, Uncle is right, mixing manual installs and mod manager (Vortex in this case) usually isnt a great idea, especially for a beginner. But I think what we should try and do is get you back to a working state for the moment.

Yes, it worked last night, got home, installed it, didn't work, uninstalled it, still doesn't work.

If I had known he did both, I would of reinstalled the game. If I wasn't so far into the game, I wouldn't even bother trying to fix it.

Did you manually install it, or use Vortex?

If you used Vortex, I would do a Purge (takes all mod files added by Vortex and pulls them out of the data folder) and then Deply (adds them all back in). That should set you back to the same state you were at before you added that mod in. And then I would also try loading a few different saves from before you added that mod.

It still doesn't work, the Skyrim logo is there, but continue/new game/etc is not, it's just the spinning wheel.

I'd recommend you watch a video series on using Vortex.
"Google gophersvids using Vortex " it will give you the basics on how to use Vortex properly.

Gopher has been around skyrim modding for a long time an helps beginners or those wanting to learn.

Also if you remove a mod ... you NEED to load a save before you added that mod .. or start a new game! Which is why people recommend saving a lot and possibly naming a save before you add certain mods.

So if you delete a mod you cannot just load the same save and expect it to work

I'll try the video. Also, I'm not trying to load the same save file, I can't load any save file. I can't get that far, none of the starting commands load up.
