Do you have one ongoing game that you want to continue on?
If so, why not start it clean whit one new game.
You say Mod downloader can you tell us what tool that is?
Several of your mods that you list are also old and should have been updated.
Your best option is actually to clean all mods from inside your game make sure that your SkyrimSE is clean and start one new game.
So you are saying that you have mixed manuall installed mods and some are installed whit modmanager?
That is not good at all.
I will see if some other can help you, my self need to get to bed.
OK, what changed between the time it was working and when it stopped? Was it just this weather control mod you added?
Also, Uncle is right, mixing manual installs and mod manager (Vortex in this case) usually isnt a great idea, especially for a beginner. But I think what we should try and do is get you back to a working state for the moment.
If I had known he did both, I would of reinstalled the game. If I wasn't so far into the game, I wouldn't even bother trying to fix it.
If you used Vortex, I would do a Purge (takes all mod files added by Vortex and pulls them out of the data folder) and then Deply (adds them all back in). That should set you back to the same state you were at before you added that mod in. And then I would also try loading a few different saves from before you added that mod.

It says they are both manually installed and incompatible during query, but they are both in Vortex too, so....

Gopher has been around skyrim modding for a long time an helps beginners or those wanting to learn.
Also if you remove a mod ... you NEED to load a save before you added that mod .. or start a new game! Which is why people recommend saving a lot and possibly naming a save before you add certain mods.
So if you delete a mod you cannot just load the same save and expect it to work
