The flame on requires you to kill something to gets its benefit, so is a lot less useful against single targets. The frost one freezes the enemy in ice, letting you get some other attacks off freely or run away. If playing a necromancer type, you don't want the force one - you can't reanimate a pile of ashes.

My opinion is just to pick the one that you would use more often. Do you use the Unrelenting Force, Fire Breath, or Frost Breath shout more often?

I use Fire breath more often
The frost one adds an effect kind of like the Ice Form shout, but it doesn't break when you attack the target.

Dragonborn Frost is great if you actually take the normally worthless perks to bypass armor with maces/warhammers, because normally you deal reduced physical damage to the frozen targets. Very niche, but still pretty useful. Not nearly as good as Marked for Death + Paralyze, but it doesn't require spellcasting and you don't have to worry about accidentally hitting your follower and permanently ruining their armor rating.

Dragonborn Frost is good as a crowd control tool.
