Is tcl console command dangerous?
I know that console commands can ruin your game, but I would like to get access blackreach without starting the required quest and I don't want to start the main quest either so I cannot use shouts (Iknow that there is a glitch that uses shouts but I can't do it).
So I could use tcl to basically do the same thing but I don't want to cause problems to my game, so what do you think, is this command safe enough.
I don't really need to get there and I have already seen it with a different save that I don't use anymore and I don't even have it anymore.
I would like to get access to blackreach but if it is too risky using the console command then in that case I would just avoid it instead.

If for example, you are stuck behind a rock, then TCL is safe to use. But, if as in the case you mention, you wish to use it to access a quest area, it will likely break your game, as you are bypassing necessary triggers. Bottom line when it comes to using the console: the console is a developer's tool, not a game aid. While there are some commands that are safe in certain circumstances, for the most part it should not be used, unless stated in the uesp wiki as necessary due to a specific bug (and even then only as a last resort - best bet is loading an earlier save), or if told it is safe by a reliable forum regular (for a description of what constitutes that, see pinned topic Helpful Links and References, Section 6, Miscellaneous - Reliable Forum Regulars).

So no, it is not safe to use for the situation you asked about.

Mzinchaleft has a Blackreach entrance at the bottom. No quest needed. Just go there! And get Grimsever from the chest by the Centurian. Mjoll is a good ally.

No, not if you don't want to break the quest and your game as stated.

Kudos to you for at least asking first.

Most of the time TCL does not even work. To gain access to another place or spot. Like behind a door. As smr1957 has stated, you miss triggers. So Blackreach would probaly not even be there. Cause the cell only loads after the correct trigger.

Using tcl to get unstuck from some rocks, no problem, using tcl to get into places ahead of time is a dangerous thing to do.

Just go to Septimus Signus' ice cave north of the College and he will provide you with the way in, you can do this at any time, you can even go there as soon as you get out of Helgen if you want

I'm on my way there right now for the "Discerning the Transmundane quest" which is the only way to get there besides the quest "Elder Knowledge". No shortcuts.

Then you'll have to stay out of Mzinchaleft.
That quest is the only safe way to get there.

tcl WILL break your game if you use it to get into places without doing the quests NEEDED to access them.

you don't have to finish the quest, you need not go back to the ice cave again

Mzinchaleft is always open. The elevator is locked, but when you get down there it opens and then you can use it freely. As I said no quest needed, but no reason not to do it for Mjoll.

For doing the main quest though, at least a small meeting with Mora will be needed. The player is however at no obligation to comply with anything. Just tell him off :)

As others have written, TCL is useless, because Blackreach isn't behind on of the the doors leading to it. You have to use COC to jump to a blackreach cell. If you just want to see it, I don't think there is a real reason, not to try it. Most of the quests there are tied to the main quests, so, if you don't want to play them, why care about breaking the game. ;)
Another posible way would be using "Live Another Life" or a similiar mod, which gives you the posibility to start a new game within blackreach.
