Per the mod site:
Installation

Install the Part 1 zip as you would any SKSE plugin, be that through your mod manager or directly to your data folder.

The "_preload.txt" file is required to be in the directory if you want to use the memory manager patch, so if your Mod Manager warns you about it, make sure it gets added.

Install the Part 2 zip by extracting it to your Skyrim SE folder (the three dlls should be alongside SkyrimSE.exe, etc)

In the folder where your SkyrimSE.exe file is, you should also see:
d3dx9_42.dll
tbb.dll
tbbmalloc.dll

Do you have these dlls in that same directory?

Where are those files found?
lizrdfishr Dec 9, 2020 @ 11:15am
On the page I linked to. :)

They are on the downloads page.

I did a manual download and then unzipped the files to my SkyrimSE directory.

Yes they are on the page but you must follow the installation steps to the letter. Takes 10 minutes but it will be done properly.

It's a 2 part install. Each part is a separate step.
