Report a translation problem
Did you install all of these at the same time? Did you read each and every one's install instruction/compatibility list? Did you tweak any mods in-game through a mod menu? Are you trying to start them through a saved game with other mods/vanilla? Did you even set up the mods correctly? Etc.
Looooooot of things could've went wrong with that many mods active at the same time. Hell you might never find out, might even have to go through one by one and activate/disable each one and launch the game to see which one's causing the issue. (I've had to before and had over 50+ mods active, it was a pain... but all my issues were caused because of one mod that wasn't compatible with another or I guess I just didn't install it correctly)
That all depends on what you mean by "starts to die" however, is it instant? Does it happen over time as in a health drain? Etc...

did you install all and then press play?
I hope not as that is a recipe for, um, well, death!
you should never install more than 3 or 4 at a time and then launch game and test.
How old was the Guide you used?
and did you manually move any mods differently positioned in your load order than what Vortex wanted to?
argh, sorry to say this but you may have to start over. Sounds like you have not played yet so losing time should not be an issue and frankly even if you had it very well could take longer to try and troubleshoot let alone fix this current build. Unless someone spots an instafix.
it seems to only happen when I start as a vampire and there's nothing in the effects tab that causes this.
It's not an instakill, HP diminishes by a 1/3 the first time and then it's and an instant kill, can't stop this from happening if I open the inventory or ~ for console or anything really, even if I press ESC character still dies, but only if I start as a vampire.
I had roughly half maybe a bit more of the mods, then I added a bunch but it seems to work apart from starting as a vampire.
Where are you starting as a vampire? Indoors? Are you in sunlight? Are you hungry/starving?
Hmm, if it's only affecting you when you're a vampire it sounds like there might be a mod that affects your health while in sunlight but is having a substantial drain effect on it. Possibly could be related to your vampiric hunger too, I have no idea which could be doing this but double check some mod settings that affect vampires in any way (if any, like Sacrosanct for example) and adjust them accordingly.
Also, this is probably obvious but check Vortex and make sure all of those mods are up to date/compatible. This'll probably take a long time but it could fix it.

Assuming I've got that right, it should infect your character with Sanguinare Vampiris, the precursor to contracting vampirism (outside of getting it through a quest, etc.)
I don't know what experience you may have with modding, but it is clearly not enough - at least for a build of that size, or, in my opinion, even anything close to that size.
So, start by reading these and do all they tell you to do:

Finally, start small - just add a few mods at a time, test, and then play for a while to ensure there are no issues - don't fall into the trap of adding a bunch of mods and then trying to play. And, very important!!! For most mods, once they are added, they cannot be removed and play continued on that save - you have to roll back to a save made before that removed/disabled mod was installed, or start a new game - absolutely no ifs, ands, or buts about it. So make sure you make a manual save before adding anything, and save often (manually) while playing.
If you have any questions, or are unsure of something, just ask in the forum first - it is easier to prevent a problem than it is to fix one - especially where Skyrim is concerned
yeah that's it for me it seems, although seems there's an incompatiblity between one of the mods and being a vampire.
I'm just wondering if there's a console command or some way to figure out the reason the damage is being dealt to my character other than guessing
OP, if you haven't already done so then I'd highly recommend the guide that Smr1957 has linked there.
If you get it fixed without starting over, if it's a simple fix, then more power to you as that would be ideal. Like I've said before, I do this whenever I start a new load order even if the last one had zero issues.
