Nope, all the leaders are only giving me the same options as before, no quest starters.
I talked to them all and tried every option.
They are sitting all in their main hall and eating, i asked every one on the table, especially the leaders, but nothing starts the quest.
That is my problem, they are no giving me that radiant quest that i want to progress to get "the silver hand" quest afterwards.
Nope i am not getting a single one, no one is giving me those radiant quests now anymore after i came back after "proving honor".
Can i start those radiant quests via console?

Did you try letting the area unload, as I recommended? Whiterun commonly has these sort of issues, where doors are not unlocked, or dialogues do not proceed, mostly due to aliases are not getting filled.
Just getting out for a while and letting area to unload usually fixes the issue.
Ok i waited in Solstheim for 1 week and then even used the console commands
setgs ihoursrespawncell 1
setgs ihoursrespawncellcleared 1
and then set it back to original but nothing helped...
So i started a radiant quest via console
setstage CR07 1
setstage CR07 10
setstage CR07 20
setstage CR07 200
This was the kill the criminal quest (i tried to do it but there was only a marker and no criminal to kill, so i used console).
then it worked, now he wants to meet me at night to give that awesome sickness....
next thing is to see if my hybrid mod for vampirism and Lycanthropy works without breaking
already have over 600hours in skyrim, i try to get any fun i can get

Just for future use, in case you see similar issues again. Answer may be found from the quest log.
Hm, you mean a quest that has a random location and/or object to complete?
like the dawnguard quest where you have to find vampire body parts?
