Luckily I have a Gsync monitor, so I can deal with the performance hit for how much nicer it looks. 45 fps is only in certain areas. Usually heavily forest areas. other wise its almost always 55-60.
Hopefully this helps, if you want a smooth 60fps experience you have to delete the ENB, your PC can handle the game with its normal settings and lighting mods some texture mods at 60fps.

But yea enbs hit your gpu quite hard, since many of them include their own DOF, AA, and AO implementations you can often turn those off for the game itself from the launcher. Check the enb mod page description.
If you havn't already you should also get the games vsync disabled (it's quite poorly optimized) and replace it with the frame cap function of enb (shift+enter and you'll see it in the menu near the top) or nvidia control panel vsync options.
You can get Bethini going and mess with some of the under the hood stuff, you may find some good gains there. Plus idk it's probably easier to disable the game's vsync using it instead of ini edits.

Without Rudy ENB, I have 80 fps, with ENB core 50-60 fps, with Rudy 40-50
Well if you're seeing 80fps on a frame counter then maybe you've already go it disabled, not sure how that would've happened without you knowing it.
But what I meant is its the game's vsync you want to disable. You can do that fairly easily with Bethini which you can get off the nexus or you can google the ini edit and disable it manually.
Then replace the game's vsync with either the frame cap from the enb menu in game (shift+enter) - that'd be the most performance efficient. The max frame setting in nvidia control panel might also work I havn't tried it.
Or if you're getting screen tear and/or nvcp max frames doesn't work / or you remove enb core - then resort to nvcp vsync.
If you disable the game's vsync without replacing it with another form of vsync or capping frames the games physics will break.
Rudy's a pretty heavy enb for a 970, I tried using it when i was using a 1070 but it was too much. You can probably search for some 'performance friendly enbs' and also look into mods that'll improve performance. Optimized textures, insignifigant object remover idk what else is good these days but there's lots.
I turned off from nvidia and I have cut. So I will do For now on NVIDia settings as I had before.
As for the ENB, let me know what the FPS will be for the mods I want to install (especially SMP), and if it is still above 60, I will try to look for some enb. Well, on the other hand, as with the standard ENB I have 50-60 fps, it means that something is still wrong. I don't know if it's Vsync when my frames were above 60 when I didn't have ENB
Adding the smp framework alone won't do anything it's when you start using smp enabled hair, body or clothing that the effects and load get added.
You might also want to drop the game's godrays setting it's another notorious performance offender if i recall tho i might be thinking of FO4.
