[Solved, you need Alteration 45] How do I get Ash Shell if Talvas won't sell it?

My Alteration skill is at 34 and my character is at level 31. He's selling a total of 25 spell tomes. This is the first time he's ever not sold Ash Shell, but also the first time he's ever sold Fireball and the cloak spells.
I'm not sure if this is how it works but I think maybe his inventory overflowed or something with too many unique spell tomes and the ones that come first alphabetically were pushed out. Or my Alteration skill is too low.
Is there a way to fix his inventory, or another place to get Ash Shell?

Edit: Yes I've already done the Ash Spawn quest. Does Talvas even have the option to sell things to you if you haven't done it?

Edit 2: I got him to sell it. I reached Alteration 45 with Telekinesis and I went back, and he was selling it. So your Alteration skill level needs to be somewhere between levels 34 and 45 before he sells Ash Shell.

This link has literally two sentences in it and neither help me at all. I've already done the ash spawn quest. He's not selling Ash Shell.

Ash Shell is an adept alteration spell which requires an alteration skill level of 50 and ofcourse the adept alteration perk unlocked.

I just checked one of my older characters. It has level 60 Alteration but no perk points put into it at all, so you don't need the adept perk for Talvas to sell Ash Shell.
Another of my old characters with Ash Shell has 61 alteration, so skill level seems to be the problem.

I would have to look deeper into this. It is possible those spells are in a leveled list with a certain chance of being available to buy those spells. That's probably also the reason why you haven't seen the Fireball and some cloak spells occassionally. I will have to look into the CK for that.

I have checked the CK. The Ash Shell spell tome will appear in his merchant chest in a leveled item list with only one item (this spell tome). Setting "Chance None" is grayed out and "Use Global" is set to the global variable PCAlterationAdept. The latter meaning that you can only buy the tome from Telvas when your alteration skill level is 50 or above.

That you have seen the Firebolt (not Fireball) spell tome for the first time is surprising, as the leveled list shows Chance None = 0, Use All is set and the starting level is 1, so you should see this spell tome at all times.

Ash Shell. I've had Firebolt forever and I think I got Fireball yesterday. Or I got it from Talvas earlier today, I'm not great with remembering time.

Surprised! You shouldn't be able to buy Ash Shell from Talvas before reaching level 50 alteration. But hey, it's a BethSoft game. Expect to see the unexpected!
