All I can say for little to no help, is disable all mods, do a fresh reinstall, then, (this will take time), but one by one, see what's causing the infinite loading, and be sure to download LOOT. It's a load order sorting software. I've heard Vortex or originally called, "Nexus mod manager", sorts everything for you, but I'm still unsure how load order works.

I'll keep this brief. You can't use ELFX and RLO together. No point in using SoS Full and Light. You can't use Racemenu and ECE together. You have a patch for AFT when it isn't even in your load order. You have too many plugins that are overwriting each other.
