Can't assist the people of Falkreath.
I have bought a house, and i want a steward to help me. So i've gotten 1/3 helping people, and now i can't help anymore people. I know that my 1/3 is taking Lod's letter to Dengeir, but even after i killed the vampire guy, its still 1/3. Also nobody needs my help.

There are a number of helping the people things you could do, killing the vampire isn't one of them i believe. There's some really quick and easy ones, such as buying/selling crops to the farmer behind the inn, delivering the ashes to Runil. Theres also a couple of longer ones--speak to the inn keeper and she tells you to locate Valdrs lost hunting party and you have to rescue him from Moss Mother Cavern. Also after delivering the ashes to Runil, he gives you a quest to find his lost journal. Theres a couple of other ones you'll find in the official wiki page.

Yeah, and i've rescued Valdr too, but i havent tried buying/selling crops to the farmer. Gonna try it, thanks.

You can invest in the stores in town too, that counts as helping the people.

If you have too many other radiant quests the ones in Falkreath may not come up, talk to the guy chopping wood in front of the inn to pick up the ashes delivery quest. Also selling firewood will work if you can find anyone to buy it. You can sell crops to the male farmer, they're usually with Runil in the cemetery at first.
