Help to Force Update the game

Alright, so I did some thing I found on youtube that let me go into the steam console and I reverted skyrim to version 1.5.16 or whatever so that i could use skse64 because an update hadn't come out for it yet. Now, an update did come out and I don't know how to update skyrim to 1.5.23 because its locked on 1.5.16 from whatever I did in the console.

Can always delete the skyrimse.exe file then verify game cache files

Look , Disable Auto update for the game, and choose to ONLY UPDATE when i start the game.
Then
As long as you always start the game with the SKSE loader.exe, the game will never update untill you wait on SKSE and any dependant mods to update,...update them THEN goto "manage downloads" and update skyrimse.

i need help asap my skyrim game is saying its missing the update file and i dont know how to add it to the game please help me i love skyrim i dont wanna say goodbye to it and steam wont download the update at all
