On nexus mod and now that it is unstall my game is working fine
I can assure you that a properly installed ussep does not cause this issue on its own.
not yet adressed bug.
got wrong version
place in wrong load order
not used a loadorder sorter like example LOOT
got a version that is not from Arthmoor, who is the main dev leader

USEEP can cause bugs: that not have been fix or are not tested
read your self what been done and read also how to properly install it
another issue that USEEP also can cause since:
its a USLEEP conversion and so uses 32 bit main data
and not the SkyrimSE base data
some diffrences that not yet been adress can also cause issues
