Shadowcloak of Nocturnal not working

Hi guys, I would like to ask if anyone encountered a problem with Shadowcloak of Nocturnal. I have finished the "Darkness Returns" quest and chose the agent of stealth. I have searched through the internet and the Shadowcloak should provide the power of invisibility for 120 seconds when activated, however in my case Shadowcloak is in the Active Effects permanently (not in Powers) and it says "Once every 60 seconds, when any invisibility effect expires or is dispelled, you become invisible again for 30 seconds". However, that doesn´t work either, whatever I do I can´t become invisible. Would anyone know how to fix this or what am I doing wrong please? Many thanks!

I do but mostly just weapon/armor mods...

Post your load order.....

Not that I ever use the shadowcloak, I just use a combination of sneak and Invisibility (my spells are silent thanks to an illusion perk)
