Report a translation problem
Delete Skyrim.ini file located in Documents\my games\Skyrim Special Edition, where your saves are. Then verify install threw Steam’s Skyrim Properties.
Remember to reboot PC after you verify.
BUT this may not fix the game, if not then you will need to reinstall the game.
Something, usually a mod or you incorrectly changing settings, will corrupt the ini causing game to chase its tail.
Which basicly means there is something in one of the code lines of the ini file, that is trying to force the game engine to do something it can’t, so it fails.
