Not sure if any of this has been updated or changed.. but heres an old thread
You might have experienced this random encounter where a thief wants to rob you in the wild. Guess what, you are actually tempted to give him what he wants when you are just level 5 and threatened by somebody who easily one-hits you with his daggers.
Overall i really like the legendary difficulty setting because enemies actually feel like a threat and not a defenceless punching bag.
The fun part of playing at legendary is that it forces the player to think about using all available resources.
Personally I invest in stamina and speech since money makes the game easier.
My strategy always concentrates on Alchemy, Enchanting and Smithing at first, then once I level up those and get good gear I always take a follower with me (Faendal up to level 30) and Lydia at higher levels. Once you level your defensive/ offensive skills it will be much easier,
Alteration and Restoration are also your best friends. The first for Oakflesh (40 armor), Stoneflesh (60 armor) and the 3 levels of Magic resistance perks and the latter for Fast Healing, Close Wounds and Grand Healing Spells, those are really life savers, also the Lord stone is essential as it gives 50 armor rating and 20% magic resistance. You have to power level your favourite Armor Skill if you concentrated on non-combat skills at low levels (If you want an easy way go to Swindler's Den there will be a Bandit guarding the cave's entrance, set the game to Novice let him hit you so he levels your favourite Armor skill, just watch out for your health though.
Also it is best at the first 50 levels to invest all your points in Health so you don't die easily.
Now with my Level 65 Warrior (Magicka : 162, Health : 802, Stamina : 162) the game is not that challenging even Ancient Dragons/ Bandit Marauders/ Forswors Ravagers are easy to kill. The only creatures that still do ridiciolus amount of damage to my character are the poison abusers like Falmers and Chaurus Reapers. If they come in hords they can easily take my character down if I am not careful.
If you want a bigger challenge go for mods like Vigor and Combat Evolved. They make the AI smarter and the combat more tatical.
Main reason for that is because the Enemy Scaling is bad in Skyrim so the better you become the worse they become.
I am waiting for a Combat overhaul mod before i go back in legendary mode. Until then i am gonna play in Master mode.
I do around 600+ something with my Daedric Swords so enemies hardly gets a chance to attack back.

Mix ingredients for potions.
Find a shrine of Arkay to get an additional 25 points of health.
Amulet of Arkay gives you a +10 to Fortify health.
The Enchanted Ring is a ring found in Saarthal, near where Arniel Gane is engrossed in his research. In appearance, this ring identical to a gold ring. Its enchantment increases your health by 20 points.
