You mean as in the actual FOV or the camera view? If it's FOV I believe that data is stored in your skyrimpref.ini file so make sure it's not set to read-only. It's found in your My Games\Skyrime Special Edition folder. Make sure both ini aren't read-only.

Open Skyrim.ini -> Go under [Display] -> type this in fDefaultWorldFOV=x.x -> change the "x.x" value to something else for example fDefaultWorldFOV=90.0 -> after that play the game.

Make it read-only if you dont want anything in there to be changed.

Go in game type "fog xx xx" with no quotes hit enter

Then type "saveini" hit enter

You are all set and won't have to keep changing your fog every time you launch the game

Edit: changing your fog via the actual preys file and setting it to read only will make it so any settings you try to change in the options ie graphics will revert to what you previously had them even if you click apply->ok/close so I reccomend doing it through the game with the way I suggested
