I remeber clearing several ''human'' forts and dungeons before i gotten all perks

Don't quote me but it is only about 5-10 hearts before the first perk.

Feedings

Each new perk requires a few more feedings than the last. A total of 164 people need to be fed upon to complete the entire tree.
Perks - - -1 -2 -3 --4 ---5 ---6 ---7---8 ---9 -10 -11 -Total
Feedings 5 -6 -9 -11 -13 -15 -17 -19 -21 -23 -25 -164

the best way to do it is kill everthing in the area then change to werewolf and track back feeding on there bodies.

When trying to get feedings for perks, if Soul Trap is cast on a corpse that has been fed upon, that corpse will give a second tick of progress.
Feeding progress can also be doubled if the Dragonborn feeds on all corpses and then reverts from "Beast Form" and while remaining in the same zone uses the shout "Aura Whisper."

and the best way to lvl werewolf perks is ofc when doing a quest that spawn infinite guards
