Issue with "Reunification of Skyrim : Regain winterhold hold"

Currently having an issue where there is no quest marker for "Regain Winterhold Hold". I googled the imperial location for the quest and attempted to walk there without a quest marker and when i found the location, nothing is there, just a flat plot of ground. Can someone help me with a potential fix or give me console commands to skip this part of the quest?

EDIT: I also used the command "coc MilitaryCampWinterholdImperial" to attempt to find the exact spot, it teleported me there, absolutely nothing. Flat plot.

Please help asap, I'd love to be able to finish the civil war questline.

Any solutions? I just need a console command to force skip this quest and then force start the next quest after it. Please help soon, I haven't been able to advance at all for four hours so..
