My monitors brightness was only at 30% and I raised it to 80%

Makes the shadows cast on characters and objects less dark, and fixes the contrast.
tried those settings. The contrast change helps fix the overly high contrast setting, but the other options dont seem to help the dark lighting.

Then there's something wrong with your GPU, your drivers, or your installation/mods.
I even have character lighting turned off to get rid of the slight unnatural glow.

If you find that the game is too dark then just open the console and type in "SG 1.5" without quotations.
This is the "set gamma" command where 1.0 = normal and 1.5 = brighter.
