...\Documents\My Games\Skyrim Special Edition\Skyrim.ini

edit this file with notepad and in the [Display] section add:

fDefaultWorldFOV=100.0

I use 100 FOV for my 1080p monitor but you can adjust it to whatever you prefer.

Make the .ini file "Read-Only"

"Here's what I did and it never changes back.
1: In the SkyrimPrefs.ini file, add the following line to the [General] section at the bottom:
fDefaultFOV=XX
2: Then, open the skyrim.ini file, and add the following 2 lines to the [Display] section:
fDefaultWorldFOV=XX
fDefault1stPersonFOV=XX.XXXX
3: Get in the game, load your savegame, press ~ and type FOV XX. Press ~ again to close the console. Save and exit. Now load your game and the FOV will never default back."

Here is how to change it permanently: https://www.reddit.com/r/skyrimmods/comments/2nahk0/skyrim_fov_problem/

also, ensure your Skyrim install data is in the same drive (C: for example) as your Documents folder.

Important: Make sure after you apply .ini changes you make both of them READ-ONLY.
You only need to change .ini files in your Documents folder.
I tested it and verified.

I used SkyrimCustom.ini, to avoid having to make the regular .ini read only. Custom isn't overwritten, and has not failed me yet. Also can be done, with the editor .inis.
