AMD users, maybe helpful
These are the tweaks I have used to improve my game performance. You will have to adjust your settings according to your system specs.

GAME SETTINGS: High, Godrays off. If you use Ultra settings turn off Godrays and 64 bit render target.
Anti-ailiasing FXAA not TAA (TAA blurs) but we will override this anyway.

RADEON SETTINGS: Anti-ailiasing mode, override applicacation.
Anti-ailiasing level: 8X
Anti-ailiasing filter: Standard
Anti-ailiasing Method: Multisampling
Morphological filtering: off
Anisotropic filtering mode: Override application
Anisotropic filtering level: 16
Texture filtering quality: High
Surface format Optimization: Off
Wait for verticle refresh: Always off
OpenGL Triple Buffering: Off
Shader cache: ON
Tessellation Mode: AMD Optimized
Frame Rate target control: 100 FPS

MONITOR SETTING: 100 Hz ( Can go higher, this is best for me)

Go to: C, Users, User name, Documents, My Games, Skyrim Special Edition, Skyrim Perfs .ini. Under the Display list you will find " iVSyncPresentInterval= 1". Change the 1 to 0 and save the file before closing. This turns off Vsync

BONUS: to adjust Grass. Use this only if you want to adjust the grass size, no performance gain on my system. (lower end system may see improvement at 50 or more.)

Go to: C, Users, User name, Documents, My Games, Skyrim Special Edition, Skyrim .ini, Grass. At the bottom of the grass list add the line "iMinGrassSize=40" copy and paste without qutoes.

If you change the number to lower then 40 you get more grass. If you go higher you get less and 100 is really sparce grass.

Here are my specs s you can adjust accordingly: FX 8300 CPU stock Clock. R9 38X Nitro stock clock, 16 gb RAM but that does not matter the game runs the same on 8.

Nvidia users that want to rant go else where. Nvidia users that need assistance you are welcome, I am not familiar with your cards but someone here may be. We will play nice and help each other or it will be gone.

Thanks, this settings do give me a few more fps. I´m getting 55-60 fps with an FX 8350 + r9 280x + 16gb ram.

Haha, I'm good.. Playing this at medium, and it still looks better than (no mods) legendary edition.

Not going to mod the game before I have all achievements :P

But yeah.. You grammar, is not too bad, really.. Only jerks care about "proper paragraphs" (meaning, calling people out on it).. If you were to have wrong words in wrong places, I might have stepped in :P so no one else might misunderstand.

This sounds really great, really! I will have to give your advice a good try and see what happens. Does the animation break when it goes above 60fps?

I'd love to request a better formatting to your OP because I think that a lot of people will be replying to this thread and having a better formatted post will really make it awesome because the advice already seems incredible if it works. :)

PS. Your grammar is fine, it's just your formatting is a little hard to get through. If you rather, I could always format it for you and youc an paste it in your OP. It just seems really important to share :D

but doesnt the performance boost comes only from disabling godrays which are performance heavy?

Disabling god rays will probably help but I believe that every game can be fine tuned using the video card's control panel and by modifying the game's ini files. Games attempt to figure things out automatically but it does so in a generic sense. There's a lot of fine tuning involved but the end result could mean the difference of 10fps or being able to see long distance at 60fps or being able to do this or that.

OP's post reminded me of an important point.
Enable your cores! I remember how only 1 core was enabled on my ASUS motherboard upon its first boot. It was running really slow so after enabling it it boosted the performance of everything like you wouldn't imagine. I guess fine tuning your bios settings is imporant too lol. No sense in running your RAM at 1100Mhz when you can go to 1600Mhz or higher lol

That will depend on your system. I had no real boost in FPS when I turned it off, 2 maybe 3 FPS. When I removed the god rays the game looked better and was not as washed out. Turning off the 64 bit target in the advanced settings made a noticable difference. But if your settings are on high or lower that turns off automatically.

According to MSI Afterburner, all cores are being used and the cores do not need to be "unparked". While testing my RAM usage peaked at about 4.5 so tweaking that will not show improvement. Turning off the Vsync does, but you have to do it manually in the .ini and then adjust accordingly or you get frame tear. Not bad, but noticeable at times. Thx
