As for fallout 4 , all your driver's need udating ,remove your mods (if any) . Bethesda have a help guide on their website for this . I've got the same problem and have waiting for my laptop to break and palm it off to some else as I have 0 patience for anything .
Anyway, I didn't blame the game but I can't say it doesn't has me wondering. I know nothing -zilch --about gaming on a TV (I always use a monitor) and didn't know if the 64-bit or somesuch did something to the TV.
It's probably just rotten coincidence and luckily it is a small inexpensive TV covered by warranty but still...I'm going to follow the thread just in case something comes of it. Hope not.
1080p and 60hz. It works completly fine with newer non-Bethesda games. This issue seems to be exclusivly centered on Elder Scrolls and Fallout games.
Edit: The first thing i mentioned should be in your video card settings panel. Er whatever you have.. nvidia or amd
Edit2: even if your tv only supported the HDMI 1.2 or 1.3 spec it should still work
