Liberation of Skyrim Bug
Okay, so my friend is experiencing a bug that a lot of us have. After completing "Battle for Whiterun" he gets the Liberation of Skyrim quest line, where his objective is to report to Ulfric Stormcloak. However, after reporting to him, the quest does not finish and he still has the same objective. We've tried multiple things to fix it, but most haven't worked. I remember having this bug on original skyrim but I forgot how to fix it myself. Anyone have any ideas? Thanks for the help.

wasnt it fixed with the usleep?, do you use ussep mod?
just a google provides also some solutions.

Yes, he's been using the USSEP mod, but it still happened to him. We've tried multiple things to fix, but still hasn't worked.

Same issue over here, I tried to use "setstage" to fix it but it doesn't react to it.

do you have open cites mod??? it can do that, beacuse it removes cellboundaries.

@Ragnar, yeah we tried the same thing. Pretty much every console command we can think of.

@Wim1234, no he isn't using open cities. That was one of the first things I asked him, though, when he told me about his problem lol. Thanks for trying to help btw.

I saw one person say the following:
After you get the surrender from the Jarl, fast travelling to Windhelm won't work. So you have to fast travel BACK to Whiterun and walk all the way back to Windhelm.

I haven't tried this yet, so I don't know if it will work, but I will try and see.

It totally worked. Didn't expect it to, but it did. I just ran straight from Whiterun to Windhelm and it fixed itself, and this is WITH the open cities mod.

Thanks for the info, TopHat, but he decided to just revert to an old save and do it all over again. It worked for him the second time, strangely enough.

I fixed it, I found out that the symbols of Whiterun and Dragonsreach were not there anymore, so I walked back to the city and then back to Ulfric and that fixed it for me.

Instead of walking all the way back to Windhelm from Whiterun/Dragonsreach, I fast travelled to the stables just outside Windhelm and walk back into the city. It seemed to work for me.

I have had the same problem for two days now and it got solved by fast travel to Windhelm stables and then walking to Ulfirc

Nice, thanks, this helped me. As soon as I fast traveled to Windhelm stables battle music stopped so something changed.

Ya know, I was convinced that wasn't going to work, but sure enough. From inside Dragonsreach, I walked or ran all the way to Jarl Ulfric, no fast travel (or horse in my case) and then the dialog appeared. Odd, but glad i found this topic.

No mods installed, but walking directly back to Windhelm from Whiterun solved the bug for me as well. Thanks!
