Mod load order tool?
Is there a tool for special edition to optimize the mod load order, similar to that of LOOT or BOSS?

Not yet.
LOOT is in development. There's already a DEV version which, from what I heard, works quite good but can be unstable.

Yes there is a snapshot version fo the LOOT that works for Skyrim special edition.

https://bintray.com/wrinklyninja/loot/LOOT

Only use versions that ends with _dev.

I've used version 0.9.2-139-gc27e55c_dev for a while now and I haven't had any problems with it.

Only issue is that it doesn't organize your plugins in nexus mod manager and you have to manually change the order to match LOOT order, but I can live with that =)
