Nimhe won't actually spawn.
When i went to Cacelmo to buy the Dwarven Mudcrab I also decided to do Nimhe, The poisoned one when i actually arrived to Nimhe's lair she wasn't there. I tried disabling all mods before entering Nchuand-Zel didn't work, going to the lair with the character at level 1 nothing. Did i break my game? (note: The quest marker is on the floor as if she was there but clearly isn't.)

Can you aim up and see where the spider drops down?

If not, you can also open the console with ~

Type: tcl, press enter and close the console with ~

This command means "toggle collision." Now, you can walk anywhere, including straight up and through walls. Go up to where she normally drops down and see what happens. If she's still there, try hitting her.

After you are done, go back down to the ground and open console, type tcl, press enter and that will re-enable collision.

I think there are 2 spiders in one room. Then going through a passage beyond them it goes to a wider room where Nimhe drops from the ceiling, but not until you enter far enough. Here is a description I copied and pasted just in case the quest marker wasn't showing in the correct place.

The entrance to the Nchuand-Zel excavation site is a large metal door at the top of a short flight of stairs directly across the stone bridge from where Calcelmo's arcane enchanter is set up. Once inside, you will encounter a set of two square rooms connected to each other, with staircases on all sides of each room. All staircases are blocked by crumbled stone except the one at the far left, which provides access to the excavation site. After proceeding through a short passage, you will descend into an area which is still under excavation (mostly dirt and wooden scaffolding), and encounter two or three frostbite spiders. After killing these, you will proceed a little deeper into the excavation area, where you will come across a seemingly dead end, with webs on part of the wall. Look closely and you will see that some of the webbing is blocking a passage. Cut through the webs to provide access to the passage, which leads to a room with a raised stone walkway with stairs at the opposite end, covered with spider webs. If you look up, you will see the large webbed hole in the ceiling through which Nimhe will descend once you approach.

If its a mod problem someone else will have to help you. I only use a few basic ones, bug fixes, skyui, a few others, nothing that changes textures or how things look.

Disabling mods does very little, the data they bake into saves means their effects will still be active.

If you get to the room with the web covered door, there should be a dead imperial with a note on him that you have to take back to Calcemo for anther quest (I'm mentioning him so you know you are in the right area). If looking up doesn't get Nimhe to spawn, then yes it's going to be a mod issue..... you'll need to post your load order.

Yup Nimhe is not there as a whole i guess i have to load a new save or new character entirely.

starting a new save won't change anything, this particular problem persists across any playthrough i try. i myself am looking for a solution too

Open the console commands with ~
Type: setstage HLIOStartingQuest 30
(Typing it in lowercase is fine).
This will complete the part of the quest where you need to kill Nimhe.
