it need to be posipole to get more perk points and the mod shold be in creatien clup for free or else shold it be posipole to use mods whiout athivments get disebled

there are dozen of mods on the nexus which doing exactly what you want. if you are concernd about your achievements then use the achievement enabler from the nexus, too.

no need for that as you can level up unlimited. just when you reach 100 in a skill make it legendary then pump it up again to 100.(best way is smithing)

Except if you want all the perks then you need to be level 270, so mods that add perk points will be wanted. (Even higher level if you have mods like ordinator)
Ordinator: Perks of Skyrim has an optional file to get more perk points per level that works even without the main mod.

There's also Arthmoor's ESO Skyshards, which gives an extra perk point every 3 you find.

As for achievements, you can either have a dummy character you don't care about (and thus don't need many perks on) to get the achievements first, or you can install the Achievements Mods Enabler:

I still have the DLL loader version, haven't even updated it in ages, and it's still working as far as I can tell.
