nope, cause there are no baby sized children in Skyrim, but you can adopt orphans you find in many towns.

If you mean in real life, yes. If you mean in Skyrim, not without mods.

Lorewise the Dragonborn are sterile.
Septim Family is labelled in the lore as Dragonblooded and is completely unique in this regard, all other Dragonborn can not have children.

Really? where's that said? Not saying I don't believe you, I do, I just never knew that was in the lore.

Kinda makes sense, really. Can you imagine a Dragonborn child going through the Terrible Twos?

"I WANT MY BINKY NOOOOOOOOOWWWWWW!" and Shouts down three or four small mountains.

Or a girl playing Hopscotch or learning to use a small dagger and gets mad, Shouts, and takes off the lower legs of all her friends. And kills every chicken in twenty square miles.

Or a teen version taking the ol' cart and horse for a drive, hits a bad bump, says some nasty word and Shouts themselves half-way across Tamriel. Backwards.

Nope, baby Dragonborns not a good idea at all.

Got you covered with mods:

Khajiit Child Maisha SE - https://www.nexusmods.com/skyrimspecialedition/mods/8649

My Little Hatchling SSE- Ram-Ku The Adoptable Argonian Boy - https://www.nexusmods.com/skyrimspecialedition/mods/28633

Adoptable Argonian Hatchling SSE - Chases-Starlight - https://www.nexusmods.com/skyrimspecialedition/mods/28643

and while they are not adoptable, this does add Khajiit children to the caravans:

I mean they'd still need to learn the words and the feeling behind them, the Thu'um isn't just raising your voice, there's specific words and meaning within them that would be beyond a child. Otherwise this Dragonborn would likely have learned their power long before Bleakfalls and killing Mirmumumumumu.

There is one mod that actually give you what you ask. And you can have one child that follows you and can learn stuff.
Sadly that mod is right now not so stable in SkyrimSE if you dont know how to handle it.
There is 2 more that are not that advanced but works fine.

Not sure about the lore thing. But I have not read anywhere that Dragoborne is sterile.
But I am sure that Beth have been lazy when they did developed the game.

You know I can't recall exactly, I think it may have been in one of the in game books, but it's been a while.

That's some bs fan-theory nonsense. There's just no child-rearing in the game because it would be another thing that Behesda would handle ineptly.

Assuming it was just a mistake, might be thinking of the Witcher?
