East Empire Pendant not appearing
So I looted the strongbox at Hrothmund's Barrow before I ever talked to Fethis about the East Empire Pendants. Now the strongbox is marked as "Strongbox" and "♦️Empty" and won't reset or be renamed. I waited 30 days (in-game time) and it still hasn't reset. I loaded a save from before I had looted the Strongbox and it had no East Empire Pendant. I have all of the other 32 pendants, this is the last one. I tried to use player.additem XX024FA4 1 in console but it said there was no XX024FA4.

If you have any ideas, please help!

Thank you so much for the ID!

When I turn in the pendants to Fethis, the quest doesn't complete. Is the quest never ending or do I have to find a way to reset the strongbox?

Quest Items added with the console don't always work but this quest does indeed not end, even if you can no longer find any pendants. You could remove it with a console command which I don't recommend, or "fail" it by killing Fethis,
